Shaving question help?

okay so I have really fair, white skin, so when I shave, I sometimes get rashes and it's not the razor because it's a nice razor and it is brand new. I have very light hair on my legs, but in the light I see that it is kind of dark on my thighs. I've only shaved a few times on my thighs and I dont want it to grow back super dark and hairy... I can't get laser treatment because my hair isn't dark enought to be noticed under the laser... I don't know if anyone else notices the sort of black hair on my thighs... uhmm suggestions please? haha thank you. btw i'm 14 if that helps
