What cartoon is this?

I was so small but I remember it made me cry, and I never got to see the end, and it haunts me still...there was a girl and a puppy-it was blue I believe-they were on an adventure and at one point her puppy was turned into a flower...(heartbreaking!) I never knew what happened after that...but it was halfway through the movie and I still don't know how it ended.
