Why would a country not want international presence to monitor economic progress?

I am working on a position paper for Model UN. It is talking about a situation where a new president has taken over Zimbabwe and is aimed at moving toward a governing democracy and a open-market economy. He accepts UN recognition and istance but does not want any international presence to monitor his progress in his country. Why exactly would a country not want a international presence. Is this considered shady or is there a logical reason I am just missing.
