Low framerates in wow?

hello, i recently started trying to do icc 25 and i am only getting like 2 fps in a boss fight :/, i have tried reloading the ui by moving the cache and other folders around and all my setting are all the way down, my video card is a newer model of the radeon models and i have 4 gb of ram, can anyone help me out?
